Facility Compliance Manager

Primary Purpose                                                                                             

Serves as resource in a professional capacity regarding environmental compliance matters including advanced problem solving at an operating facility.  Develops or implements strategies, programs and systems in response to regulatory changes, evaluates conformance with existing regulations, policies, procedures, and continuous improvement in the environmental compliance discipline at the operating facility.  Provides compliance information, oversight, compliance management, and regulatory interpretation to support the facility operational and compliance efforts.  Determines impact of regulations and permits on facility activities.                                                                                                                                                                                         

Essential Functions and Responsibilities 

  • Ensures Health & Safety is the number one goal by following policies, processes, and acting in a safe manner at all times.                                                                                  
  • Maintain compliance programs, permits; perform and monitor EHS audits; understand and apply regulatory information.                                                                                      
  • Determine the impact of industry-related regulations on activities that directly affect the facility operations.   Monitor facility performance regarding permit conditions, company policies, and corporate objectives at the facility.  Lead effort in conjunction with management for continuous improvement as it pertains to compliance matters.                                                                                            
  • Develop and implement compliance strategies, programs and systems in response to regulatory developments including enforcement matters;  helps establish technical standards and provides training or coordinates training initiatives.                                                                                          
  • Oversee the hazardous waste manifest program including but not limited to eManifest, Tracking inbound and out bound manifests, completing Unmanifested Waste Reports, Completing exception reports, ensuring rejects and discrepancies are completed correctly.                                                                                  
  • Responsible for daily oversight, interaction with employees and management of RCRA, CAA, CWA, DOT, TSCA, and other related governmental programs at the local, state and federal level.   Serve as point of contact with internal corporate compliance staff, external regulatory agencies, external organizations with interest in facility operations.   Lead in and respond to regulatory agency inquiries and inspections.                                                                                        
  • Keep apprised of regulatory developments at the state and federal level; maintain manageable relationships with state and federal regulatory officials, compliance inspection and permit writing personnel as appropriate.                                                                                             
  • Work with internal and external customers and outside consultants to provide guidance and direction relative to compliance issues as it pertains to facility operations.                                                                                    
  • Work in conjunction with facility operations and management to investigate environmental, safety, or quality incidents including development of preventive and corrective actions                                                                                     
  • Responsible for timely preparation, coordination, oversight, and completion of periodic internal and external environmental compliance reports as it pertains to facility operations.                                                                                   
  • May interview, hire, train, mentor, and evaluate performance of Heritage employees and consultants related to environmental compliance matters at the facility.                                                                                             
  • Responsible for overseeing, coordinating, and documenting employee training programs to conform with internal and permit requirements.  May prepare training materials and  lead training sessions with employees                                                                                             
  • Shared supervision of clerical specialist.                                                                                
  • Performs other duties as assigned.                                                                                          

Education/Experience: Four year college degree in science or engineering discipline plus five years or more of diverse experience in regulatory compliance matters required or in lieu of degree, 10+ years of diverse experience in regulatory compliance matters required. Experience with treatment storage and disposal facilities of hazardous wastes strongly preferred.  Experience with process safety management systems desirable.                                                                                         

Knowledge and Abilities: Strong technical skills in hazardous waste management processes. Comprehensive knowledge of various federal, state and local industry-related regulations.  Excellent business/technical writing skills. Excellent interpersonal skills necessary to effectively communicate with internal and external customers. Ability to wear personal protective equipment. Occasional out of town travel may be required.
