Primary Purpose

The role is responsible for the overall regulatory compliance of company operations. The role monitors Heritage Environmental Services performance and directs the development of systems and programs that support sustainable operations and improvement in conjunction with operational management. The position influences interactions with outside regulatory agencies, industry associates, customers, and public issues groups. The position is a part of Heritage Environmental Services leadership team and is expected to participate in strategic discussions and support improved compliance performance of overall Heritage Environmental Services operations.

Essential Functions and Responsibilities

  • Ensures Health & Safety is the number one goal by following policies, processes, and acting in a safe manner at all times.
  • Accountable for the supervision, development, and performance management of the corporate compliance team.
  • Foster effective working relationships with other functional groups within Heritage Environmental Services.
  • Provide direction, guidance, coaching, and leadership for direct reports along with other compliance representatives within the company.
  • Fosters a culture that recognizes the importance of diversity, inclusion, and continuous improvement.
  • Develop, implement, and maintain compliance programs including internal policy and good management practices.
  • Coordinate and perform internal audits to test and maintain compliance with established laws, regulations, and policies (DOT, EPA, OSHA, state and county, etc.) both formal and informal.
  • Obtain, modify, and maintain necessary environmental permits for air, water, wastewater and hazardous waste management along with other miscellaneous local and federal permits solid waste, BATFE, DEA, USDA
  • Determine, interpret, and evaluate, applicable regulatory requirements for existing and proposed activities to support internal innovation, growth, and protect core operations.
  • Determine and interpret applicable regulatory requirements for existing and potential customers through customer service organization
  • Maintain quality programs at Heritage locations as directed by management.
  • Determine in conjunction with affected location, legal, and operational management Heritage response to enforcement situations.
  • Oversee waste stream approvals into Heritage facilities from a technical perspective, provide technical guidance, training, and serve as technical resource
  • Provide technical expertise and policy guidance for Third Party disposal facilities used by Heritage locations
  • Research new industry environmental regulations, technology, equipment, trends, and related incidents; educate management of discoveries
  • Coordinate as needed and assist with accident investigations for serious injuries, vehicle accidents, liability claims, and environmental incidents; review with management and develop necessary corrective actions.
  • Provide EHS technical interface related to compliance programs with other parts of the company (e.g., IT, accounting, customer experience)
  • Provide EHS technical support and project management for internal projects involving compliance related activities for existing and new operations
  • Coordinate, respond, and manage civil enforcement proceedings from an FRA, DOT, and EPA perspective in conjunction with Legal.
  • Environmental aspects of acquisitions, divestments and assist on leasing efforts as requested
  • Coordinate employee education and training; coordinate employee training efforts
  • Uphold the company's business controls, ethics, policies and procedures and professional standards with management s active participation.
  • Pragmatic advocate for compliance and safety to ensure company success with external and internal parties
  • Develop and recommend annual and multi-year strategic Compliance and Safety plans with active participation from management
  • Joint accountability with the leadership team in long-range technical and commercial development strategies
  • Demonstrated leadership abilities and team building expertise, including making critical decisions and delegating responsibility/authority.
  • Travel up to 30%
  • Other duties as assigned.

Education: Bachelor's degree required, advanced degree preferred.

Experience: Minimum of 10 years' experience in a Compliance, EHS or Safety role in the energy, chemical, environmental or similar industry required. Proven ability to manage a team of technical professional staff is required. Working knowledge of the regulatory regime in the geographies and industries that Heritage Environmental Operates in required.
